ジャッジの先生は名前を書いていただいて各部屋で両サイドから１名ずつ表彰してください。

 １．THE PURPOSE of the Winter CUP＜目的＞

ウインターカップの目的はもちろん「メイクフレンズ！」です。ディベーター、ジャッジ、見学の皆さん、すべての人にこの大会を楽しんでもらいたいと思います。ジャッジと対戦相手がいなければディベートできません。お互いに敬意を払ってください。また、本大会は来年度へ向けたディベート・ジャッジ研修のための大会です。ディベートやジャッジの初心者のために練習の機会を提供するために行っています。判定や大会運営への抗議は一切受け付けません。

The purpose of the Winter Cup is, of course, to "Make Friends!" The debaters, the judges, and the audience, we would like everyone to enjoy this tournament. Debate is impossible without judges and opponents. So please show respect for each other. Also, this tournament is to provide an opportunity for novice debaters and judges to practice debating and judging. We will not accept any complaints against the judges, staff members, or opponents.

 

 

２．DEBATE TOPIC＜論題定義＞

School trips should be abolished.

修学旅行は廃止するべきだ

 

（論題定義）

・肯定側は国内外のあらゆる関連法規・団体に優先して修学旅行を含む日本のすべての教育旅行を廃止する。

・この法案は可決されるとすみやかに適切な公布期間を経て遅くとも２０３０年までには施行される。

・修学旅行、林間学校、遠足など宿泊の有無を問わずすべて廃止する。

・高校、中学校、中等学校の教育旅行について議論する。小学校および小学校入学以前については議論しない。

・１学年全員が参加する旅行とする。希望者だけが参加する旅行、一部の学科のみの旅行、は除外する。

・職業体験、保育実習、外国語学科のEnglish Campなどの実習は含まない。

・オンライン修学旅行は廃止の対象としない。

（Definitions) 

・The affirmative side shall be given priority to all related laws and organizations both at home and abroad to abolish school trips in Japan.

・This bill, if passed, shall take effect immediately after the appropriate promulgation period, by 2030 at the latest.

・All school trips, such as so-called shugaku-ryoko, forest schools, and day excursions, regardless of stay overnight or not, shall be abolished.

・Debaters shall be debating educational trips in high school, junior high school and secondary school. Elementary and pre-elementary schools shall not be debated.

・The school trips here shall be limited to those in which all students of one grade participate. Trips in which only students who wish to participate, or trips in which only students from specific departments participate, shall be excluded.

 ・School trips for practical training purposes such as work experience, childcare training, English Camps shall be excluded from this abolition.

・Online school trips shall be excluded from abolition.

 

３．IMPORTANT NOTES ＜ 試合上の諸注意 ＞

Judging（ジャッジに関して）

① We would like the judges to decide the winners according to the rules of the HEnDA. The judges are expected to read TO THE JUDGES,  JUDGES' MANUAL,  and RULEBOOK in advance. All of them can be found on this website. 

HEnDAのルールに従って勝者を決定してください。あらかじめジャッジの先生方へ、ジャッジ基準、全国大会ルール　をお読みください。

 

② Two judges will be assigned to each match.  Judges will be either a main judge or a sub-judge. Each judge votes independently, and each vote is of equal importance. Just exchange ideas. You do not have to agree. You do not need to discuss them. Also, time is limited. However, since this tournament also has an aspect of providing judging experience, questions and advice between the judges are allowed. The main judge will comment on the reasons for the decision on behalf of the two judges.

各試合ジャッジは２人制です。ジャッジ経験によりメインジャッジかサブジャッジになっていただきます。各自で独自に判定していただき、２人の票は同等です。合意する必要はありません。話し合わないでください。時間もありません。ただし、本大会はジャッジ練習の側面もありますので、２人の間で質問やアドバイスをすることは可能です。判定の理由はメインジャッジからサブジャッジの分も合わせてコメントしていただきます。

 

③ Each judge have to submit their ballot via online form. Double check with your pair judge to make sure you both entered the correct winner. Be sure to send the ballot before making your comments.

④The number of Advantages/Disadvantages is limited to two; if there are more than two, judges have to limit the number of Advantages/Disadvantages to two. 

アドバンテージ/ディスアドバンテージの数は2つに限られています。3つ以上ある場合、ジャッジは2つに絞って判定してください。 

 

⑤Advantages/disadvantages do not necessarily arise in Japanese people or in Japan. Please do not deny them simply because they arise in other countries. 

AD/DAは日本人あるいは日本国内に発生するとは限りません。外国の話だからというだけで否定しないでください。

 

⑥Do not be influenced by New Arguments and Late Arguments. The arguments in the middle of debate must be related to the previous arguments. Also, it is not fair to put strong arguments later that should have been put at the  beginning of the match. 

ニューアーギュメントとレイトアーギュメントに左右されないでください。試合途中の議論は前の議論に関連したものでなければなりません。また、初めから出しておくべき強い議論をあとから出すのもフェアでありません。

  

Debating（ディベートに関して）and others（その他）

⑦The chairperson and the timekeeper from each team will be responsible for running each match. One student will be the chairperson, and the other will be the timekeeper. Should there be no student in charge, we would like the judges to be the chairpserson and the timekeeper, or contact the staff members.

各試合の進行は，両チームからのチェアパーソンとタイムキーパーで行うことになっています。その試合には出場しない生徒などを１ずつ出していただき，その試合のチェアパーソンとタイムキーパーを担当していただきます。万一担当生徒がいない場合はジャッジの先生にご担当していただくか、運営者までご連絡ください。

 

⑧Do not stop the timer even if the speech is finished in the middle of the time assigned, please use up the assigned speech time, question time and preparation time.

決められた時間の途中でスピーチが終わっても時間を切り上げないでください。決められたスピーチ時間、質問時間、準備時間を使い切ってください。

 

⑨The speaker is allowed to finish the last one sentence even after the end of the speech time, up to 10 seconds at most.

定められたスピーチ時間を終了した時点で，発言している最後の文を終えることは許されます。ただしその場合にも10 秒を越えて発言することは許されません。

 

⑩Talking between debaters other than the speaker during the speech is strictly prohibited. Listen to the speech, or prepare your speech in silence.  Judges will severely reduce your communication points for that.

スピーチ中の私語は反則です。スピーチを聞いてください。準備は黙ってしてください。ジャッジはコミュニケーションポイントをを大幅に減点してください。

 

⑪No electronic devices, such as smartphones and computers are allowed to use during the match. Electronic dictionaries are the exception.

試合中にスマホ、PCなどの電子機器を使うことは一切禁止です。だだし電子辞書だけは例外です。

 

⑫During the preparation time, debaters can ask their opponents to show the evidence the opponents used in the speech with its original source. So the teams are required to be ready to show it on paper. You can only ask for borrowing evidence. Other questions are not allowed. Questions must be asked during the assigned question time. If the judges have some doubts about the contents or sources of evidence, they can also look at evidence after the debate ends, not during the match.  Note that judges should not look at evidence to confirm its contents. 

準備時間中に相手が使用した証拠とその原典を借りることができます。各チームはそれらを渡せるように準備をしておかなければなりません。借りるついでに質問をしてはいけません。質問は決められた質問時間にしなければなりません。ジャッジもエビデンスとその原典を見られますが、試合中ではなく試合の後です。ジャッジが見るのは内容を確認するためではなく証拠の内容や原典に疑義があるときだけです。

 

⑬If a team participates with only three debaters due to unavoidable circumstances, the constructive speaker also serves as the summary speaker, and the attack speaker asks questions to the constructive speaker.

やむを得ない理由で３人だけで参加する場合、立論がサマリーを兼ね、アタックが立論に質問します。

 

⑭Be sure to come backe to the hall after each round. The next round will be announced, and all necessary information will be provided, and the roll call of the judges for the next round will be taken. 

ラウンド終了ごとに、必ずホールに戻ってください。次のラウンドの発表や必要な連絡、ジャッジの点呼があります。

⑯We will borrow Ina Gakuen Sogo High School in Saitama Prefecture. Registration is at 8:15 a.m. Please bring your own lunch because going out in the middle of the event is difficult. Also bring your own inside shoes, shoe bag, flow sheets, chairperson scripts, and other items necessary for debating and judging. Please take all your trash home with you.

A: オンライン修学旅行は教育旅行ではないと判断し、廃止しません。

※メンバーの重複は認めません。

※ジャッジは１チームごとに最低１名です。ぜひ２名以上をお願いいたします。

未経験者も初心者もジャッジ経験できるチャンスです！ぜひご協力ください。

ジャッジは２人制です。ジャッジ経験によりメインジャッジかサブジャッジになっていただきます。各自で独自に判定していただき、２人の票の重さは同等です。ただし、本大会はジャッジ練習の側面もありますので、２人の間で質問やアドバイスをすることは可能です、むしろ奨励されます。判定の理由はメインジャッジにサブジャッジの分も合わせてコメントしていただきます。

１チーム１名の場合は全試合（４試合）ジャッジしていただくことになります。なるべく２名以上のジャッジ提供にご協力ください。

※チェアパーソンとタイムキーパーができる生徒は１チームごとに１名以上必要です。

県外の高校は１校１チームです。

申し込みしめきり１月２０日(月)　

定員になり次第しめきります。（先着順）

※ただし、申し込み多数の場合、申し込みがあとでも先に申し込んだ２チーム目よりも１チーム参加校を優先する場合があります。

 

HEnDAフォーマット，ルールに準じて行います。４人でチームを編成してください。チーム内の人数制限はありません。試合ごとに生徒の交換は自由です。

ただし、２チーム参加校はチーム間でのメンバー交換を認めません。

海外滞在歴による制限はありません。

教員がチームの責任者になってください。

どうしても３人しか集まらない，チェアパーソンがいないなどの場合は事前にご相談ください。

中学生は試合には参加できません。
