Affirmative Constructive Speech

We, Saitama Debate Boys , on the affirmative side is going to start the constructive speech.

Plan) The Japanese government will stop staff agencies from sending all the workers to any business based on three- way contract type.

AD 1) Workers can make a better contract type with companies.

Present situation) Dispatch workers are in serious working conditions because the present system has a great flaw. Dispatch workers are illegally abused. a) According to the newspaper RED FLAG, 2008.10.8, Matsuzoe, Ministrer of labor, wealth and health, admitted in the Diet that TOYOTA used dispatch workers the same way as it uses permanent workers. This is illegal. The number of dispatch workers are more than 5,000 and 26% of TOYOTA employees. This is a typical example of what happens in manufacturing companies. b) Dispatch workers work much longer for cheap labor.

According to Haken no Nikkyu 10,000 yen, Kadokura Takashi, BRICs institutue,

(Q) workers employed day by day, among other dispatched workers, can earn only 130,000 to

150,000 in a month even if they work every day. This is one-fifth of the amount of payment paid to

regular workers.(UQ) c) Human rights are violated. Since the revision of the worker dispatch law, the

worker dispatch was deregulated. According to “Roudoh Dumping”, (Q)labor started to be treated as

a commodity.”(UQ) In principle, this is against the Declaration of Philadelphia.

d)Dispatch workers are not protected by the labor standards law.The government cannot check and

control dispatch worker system. According to Nikkei May, 2009,(Q)the number of staff agencies is

more than 83,000, but the number of officials of the labor standards supervisionis only 400. They

cannot regulate the illegal conducts.(UQ) e) Consequently, dispatch workers will end up suffering

great pain. According to 「産業人メンタルヘルス白書」社会経済生産性本部2005, (Q) dispatch

workers have to work much longer, lea ding to even having a wish for death, depression, suicide from

overwork.(UQ). The end result of the present situation is disastrous.

Effect) If the plan is adopted, workers can make a better contract type such as contract workers, part-time workers, regular workers. Dispatch workers will not be treated as a commodity any more. Workers will be directly employed because the plan will stop contract type of indirect employment.

Importance) a)Workers will be directly employed by the companies, and they will get more stable working conditions. b) All the workers will be protected by the labor standards law. because companies are more aware of workers’ human rights.

AD2) Companies can improve productivity .

Present situation) a)Workers and companies are losing important job skills. According to Asahi, May 25, 2009, temporary workers cannot learn job skills, because the workers have been employed on a short term basis. For the same reason, the regular workers are losing skills because they are working on the merit basis for a short term. The downward spiral has started in companies. b)Manufacturing companies will need for accumulation of job skills for survivability and sustainability for economy. According to Asahi, May, TOYOTA made a decision of hiring dispatch worker as a regular workers because TOYOTAhas a need to accumulate the job skills in the company and as human resources. In TOYOTA, 4, 000 dispatch workers will be regular workers only for this reason.

Dispatch workers cannot accumulate job skills because they work for a short term and change jobs.

Effect) If the plan is adopted, companies will employ the workers on the long term basis. The companies and workers will improve their education of jobs and skills. The workers will be the human resources of the companies. According to Yasiro Naohiro, Nippon no ron-ten 2008, (Q)Regardless of higher payment, companies can benefit from the high productivity of the workers.(UQ)

Importance) High productivity based on stable employment will work for the benefits for the workers and companies, and also enhance Japan’s economy.

Negative Constructive Speech

The affirmative plan will cause these serious disadvantages.

Disadvantage 1 Japanese workers will lose chances to work.

(a)Present situation:First, about non-skilled workers. In the present bad economy, non-skilled workers do simple jobs as dispatched workers, such as a factory work. For these people, the worker-dispatching system is the only way to get a job and make a living. Second, about skilled workers. They work to build up their career, like system engineers and interpreters do. I’ll show you evidence. Mr. Hiroki Sato, an expert of Japan’s dispatching system says in 2007 that 78 % of dispatched workers are satisfied with their jobs, unquote. The dispatching system is a very good system for these both types of people.

(b) Effect: However, if the affirmative plan is adopted, first, non-skilled workers will be deprived of chances to work. Companies will not employ many workers to decrease labor cost. Because we now have such a bad economy showing the worst rate of 消費者物価or consumer price rate after the World War as Daily Yomiuri 2009 June says. Second, their plan will deprive skilled dispatched workers of their hope to build up their career. They will not be able to become successful skilled workers.

(c) Importance:Japan needs to offer people chances to work. Worker dispatching system is necessary for both non-skilled workers to get a job and make a living, and for skilled workers to build up their career. In affirmative plan the workers will lose this chance. This is serious.

Disadvantage 2Japan’s bad economy will not recover and the recession will continue.

(a) Present Situation: Japan’s economy declined so much and many companies have a hard time to manage the companies finance. By reducing their labor cost, using dispatched workers, they have been trying to survive. Now Japan has begun to have a good forecast in economy. According to Nikkei Newspaper June, 2009, the short term forecast of Bank of Japan or 日銀短観、the economic forecast in big manufacturing companies has improved by 17 points, which is the first improvement in two years and a half. Now is the best timing for Japan to get out of this economic recession.

(b) Effect:However, if the affirmative plan is adopted, the companies have to employ dispatched workers directly, which will cost much more. Because they will have to pay much more for the personnel management cost, insurance cost, pension cost for new directly-employed workers. According to Ministry of Health Labor and Welfare 2008, the number of dispatched workers is about 4 million. In the affirmative plan, the companies will have to employ these 4 million workers directly and get a great financial damage. Because of this, the companies’ benefit will be smaller. As a result, Japan will miss this good timing of the economic recovery. Japan’s economic recession will continue.

 

(c) Importance: Now Japan’s GDP growth rate is minus 15%. What Japan needs now is economic recovery not prohibiting worker dispatching. If Japan’s economy recovers, all the problems about dispatched workers will be solved. Both companies and dispatched workers were satisfied with this system in the 2000s when the economy was good. So Japan will not need affirmative plan because it will just make Japan lose this good timing to recover.
