ディベート用の各ブレイクアウト・ルーム(例 Debate Room 1)に入室したらズームのチャットにメンバー表を提出させて、メインジャッジがポータルサイトにあるジャッジシート(3人で1枚)に貼り付けてください。
When you enter the breakout room for the debate match (eg. Debate Room 1), have each team submit their member list to the Zoom chat and the main judge should paste it on the judges' sheet (one sheet for three judges in the same room) on the portal.

 

部屋に入室できるのは、試合をする当該校の生徒・当該校の顧問・ジャッジ・役員・見学者(事前登録制)です。チェアパーソン及びタイムキーパーは基本的に当該高校の生徒が行います。万一、当該高校でできないの場合は役員生徒が担当します。また、高英研の本部役員が各部屋を巡回します。名前の表示で確認してください。
The judges of the room, teachers, chairperson and timekeeper, debaters, and students from each school are allowed to enter the room. Also, observers, if they have registered beforehand, can enter the room. The chairperson and timekeeper should be provided by the schools debating. If necessary, the students form the headquarters will help. The staff may also come into the rooms. Please check all participants in the room by name.

 

試合後、ジャッジ3人はブレイクアウトルーム(例 Judge Room 1)に移動してください。3人で試合結果を確認しながら、メインジャッジがポータルサイトにあるジャッジシート(3人で1枚)に記入・送信してください。記入漏れ・記入ミスのないようにお願い致します。必ずジャッジシートを送信してから、メインジャッジから簡潔にコメントをしてください。結果もアナウンスしてください。
After the match, please enter the breakout room (eg. Judge Room 1), where the judges will tell each other the results of the match while the main judge fills out and sends in the judge sheet.  (Only one judge sheet will be submitted by the three judges.) The judge sheet is available on the portal site. Please make sure that there are no errors in the form. Please be sure to send the judge sheet before you go back to the Debate Room, and make brief comments to the students and announce the results.

途中で通信が途切れたりした場合は、しばらくつながるまで待ってください。つながった時点で途切れたところから再開してください。5分くらい待ってもつながらない場合は、補助生徒またはジャッジは本部へ連絡してください。

 

When someone drops, or communication problems happen during a match, please wait for a while until the problem is solved. If the connection is not re-established within five minutes, staff members or judges should contact the main room.  Also, if you cannot hear debaters  well, judges should stop them and resume the speech from the beginning.

1.目 的:ディベートをとおして生徒の英語での表現力やコミュニケーション能力を育成する。また,社会の様々な問題に興味・関心をもつ態度を養う。および,教員の研修とする。

(毎年11月第1土曜,またはその日に近い開催可能な日に実施します)

8.出場資格:埼玉高英研の加入校。12チーム以内。他は全国大会ルールに準ずる。

※年度途中でも加入できます。連絡先:大宮高校高連研事務局

・参加校が30校になった場合は2チーム出場はできません。

・参加校が30校を超えた場合は出場できない場合もあります。

・2チーム出場を希望する学校には前回大会上位チームから順に出場権を与えます。(前回2チーム出場の場合は順位の高かった方で判断します)出場チーム数が30になったところで,それ以降の2チーム出場はできません。

1チームの登録は4~6名。試合への出場は4人で,試合ごとに入れ替え可能。

※どうしても3人以下しか集まらない場合は必ずご相談ください。3人でも出場を認める方向です。お問い合わせ

・1チームにつき1名以上のジャッジ(先生など)を派遣してください。ジャッジ派遣が難しい場合はお問い合わせください。なんとかします。

 

全国大会要項からの参加資格抜粋

・日本の高等学校在学者または高等専門学校の3年までに在学の生徒

・全国高校英語ディベート連盟(HEnDA)の「メイク・フレンズ憲章」を厳守できる生徒

・英語のネイティブスピーカーは不可

・以下の海外生活経験者等の条件に該当するものはチームに2名まで登録可能
(1)英語を第1言語とする国で12ヶ月以上滞在経験のある生徒(就学前の滞在は不問)
(2)英語を第2言語とする国の出身である生徒(就学前の滞在は不問)
(3)家庭で常用的に英語を使っている生徒

ただし、該当生徒で各試合に出場できるのは1名までとする。(試合ごとの変更は可能)

 

重要:参加資格についての説明

各試合の審査は基本的に,主催者が招待するチーフジャッジ1名(招待ジャッジ)と,対戦校以外の参加チームからのジャッジ2名(派遣ジャッジ)との合計3名で行います。 チーム(各校ではない)はジャッジ1名以上を出してください。各試合の進行は,各チームからのチェアパーソン兼タイムキーパーで行います。その試合には出場しない生徒などを1名出していただき,その試合のチェアパーソン兼タイムキーパーを担当していただきます。

 

ジャッジには特別な資格は必要ありません。「ジャッジの先生方へ」(To the judges)を見てください。HEnDAの大会ルール」および「審査基準について」を理解し実践してくださる方であればどなたでもかまいません。日頃チームの指導をされている先生ならば最適です。研修会,練習会でジャッジの練習してください。「英語だから」などと言って,ルールやジャッジ基準を知らないALTなどに丸投げするなどの無責任なことは絶対にしないでください。ただ英語が分かるというだけでは本大会のジャッジはできません。深刻に考えすぎる必要はありませんが,生徒はジャッジの審査を受け入れるしかないということを忘れないでください。

 

棄権は認めません。万一,やむを得ない理由で出場できなくなった場合,すぐに知らせください

 

本大会には偶数チームの出場が必要です。出場チーム数が奇数になった場合,大会本部校(さいたま市立浦和高校)、または出場希望校からもう1チーム出場します(シャドーチーム)。シャドーチームは予選ラウンドのみに出場し,決勝戦,代表校決定戦には進出しません。シャドーチームは大会当日まで出場機会があるかどうか分かりません。途中から出場してもらったり,途中で試合がなくなったりすることもあります。

第17回 全国高校生英語ディベート大会“Online”論題

The Debate Topic of the 17th All Japan High School English Debate Tournament“Online”

 

Debate Topic (Tentative wording)

 

 Resolved: That the Japanese Government should abolish the mandatory retirement age systems.

日本政府は,定年制を廃止すべきである。是か非か。

 

BACKGROUND OF THIS TOPIC

Ahead of any nations in the world, Japan is becoming a Super-aging society. Serious labor shortage is expected in the near future, and as a result, several welfare systems (especially, pension and health insurance) are at risk.

To cope with this unprecedented trend, the government has tried to legally alter the mandatory retirement age systems, both private and public, so that the workers can work until (at least) 65 years of age.

In 2021, the revised Elderly Persons Employment Stabilization Law高年齢者雇用安定法 was enacted, so that all employers of private enterprises and organizations must not set the mandatory retirement age below 65, and should try to amend (or abolish) the retirement age system so that their workers can work until 70 years of age (or beyond).

The same year, amendments for both the National Civil Service Law国家公務員法,the Local Public Service Act地方公務員法passed the Diet, so that the mandatory retirement age of public servants should be gradually raised to 65 years of age.

The HEnDA topic this year will debate whether the Japanese society should go furthermore: Whether it should abolish the mandatory retirement age systems altogether.

The debate will not be limited to the problems of labor shortage or welfare systems, but also will include important questions such as the right to work, meaning of work, age discriminations, generational divides, employers’ freedom of business, human resource management, safety and health issues concerning the elderly, and more.

 

Tentative Definitions

1. “The mandatory retirement age systems”:

Affirmative side (AFF) should support a position that abolishes the mandatory retirement age systems of both private (enterprises, organizations) and public (National and Local governments): Effectively allowing the workers to work beyond 65 years of age and more.

2. “Abolish”:

The debates should assume that the necessary law amendments will take place for this abolishment: Especially, the National Civil Service Law, Local Public Service Act, the Elderly Persons Employment Stabilization Law, and others if necessary. The sanctions against the violations will be kept as it is now (cf. especially, the Elderly Persons Employment Stabilization Law).

3. Exceptions:

The AFF may not propose to limit or make exceptions to the above abolishment of the mandatory retirement age systems. The AFF must not propose other reformations on the welfare systems (such as public pension or health insurance systems, etc.), as “plans”. However, both teams can argue (preferably with evidence) the future effects of the abolishment of the retirement age on these welfare systems, as Advantages or Disadvantages.

4. Negative side (NEG) position:

The NEG should support a policy that keeps the mandatory retirements systems as the current laws state (as of March 2022, including the laws that has passed the Diet already, and are waiting to be enacted). The above AFF and NEG positions will not change even if the actual Japanese Government should announce to amend the laws concerning the retirement age (before the National tournament).

 

NB: The topic wording and definitions may be changed later.

Additions or changes to the tentative definitions, if necessary, will be supplied after some actual debates (the Spring tournaments, practice rounds). Expand the Workforce

 

<Present Situation>  現状分析

Japan is facing a serious labor shortage in this aging society.  According to the Statistics Bureau in 2017, “one-third of Japan's population will be aged 65 or older by 2030.” In addition, according to the Persol Research Institute in 2018, “there will be a shortage of 6.44 million workers in 2030.”  Due to the declining birthrate and aging population, it will become more difficult to secure a sufficient number of workers. 

 

<Effect>  プラン採用からADが発生するまでのプロセス

After taking this plan, more elderly people will be encouraged to keep working.  According to the Persol Research Institute in 2018, “the number of potential seniors available for employment will continue to grow and reach 1.63 million by 2030.” Also, according to the Cabinet Office in 2019, “87% of senior workers are eager to work until age 70 or even longer.” Therefore, this plan will surely encourage more seniors to work and thus expand Japan’s qualified and stable workforce.

 

<Importance>  ADの重要性

Maintaining the workforce is important as a labor shortage may lead to bankruptcies.  According to Teikoku Data Bank in 2019, “the number of labor shortage bankruptcies increased to 185 due to employee retirements and recruitment difficulties.” Although the number has temporarily decreased because of the impact of COVID-19, it is expected to increase again as economic activity returns to normal. Therefore, the growing number of elderly workers is the key to maintaining business in each workplace and developing Japan's economy.

The elderly people’s life will be more stable.

 

<Present Situation>  現状分析

    Currently, Japan is becoming a super aging society.  According to the Ministry of Internal Affairs in 2021, 29.1% of the whole population in Japan were elderly people.  Under the current system, those workers have to leave their company and their position when they reach the retirement age even if they wish to keep working.  According to the survey by Meiji Yasuda Research Institute in 2018, about 80% of the 50 to 64-year-old fully employed workers answered that they want to keep working even after the retirement age, and for these reasons, 70% of them said that it is to maintain their livelihood. (UQ) Actually the problem of the elderly poverty is becoming serious these days.  According to the MHLW, 55.1% of the people who received Public Assistance in 2019 were elderly people. (UQ)  Therefore, under the current situation, elderly people are forced to have a frugal lifestyle and live penny by penny after their retirement.

 

<Effect>  プラン採用からADが発生するまでのプロセス

   After adopting our plan, the mandatory retirement age system will be abolished, which will allow elderly people to keep on working.  According to a report by the Statistics Bureau of the Ministry of Internal Affairs in 2020, a single elderly person needs about at least \145,000 for their living expenditure every month.  According to doda, a company which deals with human resources, the average annual income of the 60-year-old workers is about 6.8 million yen. (UQ) So, if they keep working even after they reach the age of 65, they can maintain their livelihood by getting a stable income.  Thus, their life will be stable.

 

<Importance>  ADの重要性

    Having a stable life is important for the elderly people to enjoy their life because it will remove their financial anxiety about their future.  Besides, they can make their lives more meaningful by traveling, or doing their hobbies.  In addition, according to the National Center for Geriatrics and Gerontology, enjoying their hobby is effective to maintain their cognitive functions. (UQ)  According to Mainichi Newspaper Online in 2021, the average life expectancy of Japanese women is 87.7 years, and that of Japanese men is 81.6 years.(UQ)  We must enjoy the 20 years of life after the age of 65.  To do so, we need the stable life and we need to take this plan!

 

For these reasons, we strongly believe that the Japanese Government should abolish the mandatory retirement age system.  Thank you for listening.

   We strongly believe that the Japanese Government should not abolish the mandatory retirement age systems.  What will happen after adopting their plan?  We have two disadvantages.

<DA1> 

Financial burden on companies and public administrations.

 

<Present Situation>  現状分析

In Japan, the mandatory retirement age is used to optimize the composition of workers in companies and public administrations. In Japan Labor Issues (2018), Ikezoe explains, the mandatory retirement age system ensures companies a stable workforce, while providing employees with employment security (UQ). In addition, he states that mandatory retirement age systems support long-term employment. As companies have adopted the seniority-based wage system over the years, the mandatory retirement age has addressed potential increases in personnel expenses (UQ). “D’s Journal” in March, 2020, also describes the seniority-based wage system and potential burden on companies to keep senior workers.

Currently, the Elderly Persons Employment Stabilization Law allows all people who wish to work until the age of 70 to do so. This enables companies to renew worker contracts when they become 60, allowing companies to maintain a stable working environment.

 

<Effect>  プラン採用からDAが発生するまでのプロセス

   After adopting their plan, companies and public administrations will be forced to keep workers with the same salary and position as they were working before 60 years of age. As a result, companies and institutions will suffer financially, leading to negative effects in Japanese economy in the long run. According to NLI Research Institute (2020) 80 percent of companies with a mandatory retirement age of 60 have introduced a continued employment system (継続雇用制度) for workers. This enables companies to renew worker contracts and allows continued employment to 65 or 70. It is necessary for companies and public administrations to do this in order to maintain a stable labor environment.

 

<Importance>  DAの深刻さ

The Elderly Persons Employment Stabilization Law currently in action allows companies and institutions to choose the best labor environment accordingly. Abolishing the mandatory retirement age systems would change and stop the stable economic growth in of companies and public administrations in Japan. This is very serious.

Higher risk for the elderly workers

 

<Present Situation>  現状分析

Japan has mandatory retirement age systems and people can be free from the pressure of hardworking and heavy responsibility at the age of 60 or 65. Recently the number of elderly workers over 65 has been increasing. According to the survey in 2020 by the Statistics Bureau of Japan, 3 out of 4 workers over 65 choose non-regular employment jobs. The most common reason is that they want to work at a time that is convenient for them. According to the ministry of health, labor and welfare 2021, Japanese workers take only 56.6% of the paid leave. 70% of the reasons not taking paid leave is feeling guilt. That reflects so much pressures that weigh heavily on Japanese workers. The retirement age systems help elderly workers change their way of working and protecting their health from overworking.

   After adopting their plan, retirement age systems will be abolished. Even after people reach retirement age, they will be exposed to pressure of hardworking. This will increase the risk of elderly workers getting sick or injured in the workplace. According to the Labor Standards Bureau, Ministry of Health, Labor and Welfare 2021, the number of accidents at work among 60s or over 60s has been increasing and now the rate is 26% of all accidents. In addition, when they get accident, the damage to their health is more serious than the younger workers. Of the workers in their 60s who got accident, over 40% leave their work for more than a month.

Although many companies have already employed their workers until 65, they don’t care much about the elderly worker’s health. According to the Employment Survey for the Elderly 2019 by Japan Institute for Labor Policy and Training, only about 25% of all responding companies consider “assigning to work of less physical burden” when they allocate workers after 60. If the retirement age systems will be abolished,

The elderly worker’s health is at serious risk.

 

<Importance>  DAの深刻さ

The retirement age system is protecting the elderly workers and well-being in overworking Japanese society. Taking their plan will cause higher health risk for the elderly workers and it will lose their time for enjoying the rest of their life outside of work.

 

 

For these reasons, we strongly believe that the Japanese Government should not abolish the mandatory retirement age systems.  Thank you for listening.
