・肯定側は国内外のあらゆる関連法規・団体に優先して日本のすべての小学校、中学校、高等学校、中等学校の夏休みを延長する。夏休み延長に伴って学習指導要領を含めてすべての教育関連の法律が改定されます。

・この法案は可決されるとすみやかに適切な公布期間を経て遅くとも２０３０年までには施行される。

・小学校、中学校、高等学校、中等学校の夏休みについて議論する。小学校入学以前および大学以降については議論しない。

・現状６週間ほどから１０週間くらいになる。

・北海道など冬休みが長く夏休みが短い地域では「9月末まで」にこだわらず現状プラス4週間とし地域によって減少する授業日数に差が出ないようにする。

・The affirmative side shall be given priority to all related laws and organizations both at home and abroad to extend summer vacation for all elementary, junior and senior high schools, and secondary schools in Japan.　All education-related legislation, including the National Curriculum, will be revised in line with the extended summer vacation.

【Additional Explanation (1/15)】

Summer vacation will be extended by about one month. All related regulations, including the National Curriculum Guidelines, will be revised.  Accordingly, the amount of content taught will be reduced to maintain the same daily class hours and pace as before, and to avoid accelerating the pace or cramming in more content than before.

Examples of Wrong DAs: Teachers will be busier during the regular term to make up for the extended summer vacation. / Students will fall behind due to accelerated pace.

Examples of Possible DAs: Reduced classes lead to overall decline in student academic ability. / Teachers cannot cover necessary content due to lack of time. 

 

・This bill, if passed, shall take effect immediately after the appropriate promulgation period, by 2030 at the latest.

・Debaters shall be debating summer vacation for elementary, junior and senior high schools, and secondary schools. Pre-elementary schools and universities and beyond shall not be debated.

・Current summer vacation of about 6 weeks shall be about 10 weeks. 

・In some regions where winter vacation is longer and summer vacation is shorter, such as Hokkaido, instead of “to the end of September,” it shall be "about 4 weeks longer" than the current summer vacation so that the number of reduced school days shall not vary from region to region.

Q:プランでは夏休みを「１０週間にする」ということですが、その場合、年間の授業数

（授業日）は現状の数を維持しますか？それとも全体の授業数を減らしますか？

A:夏休みの短い地域では必ずしも１０週間にはなりません。現状＋４週間とお考え下さい。その４週間分の授業数（授業日）は減ることになります。 

Q: The plan proposes extending the summer holidays to ten weeks. In that case, will the annual number of lessons (teaching days) remain unchanged from the current level? Or will the overall number of lessons be reduced?

A: In regions with shorter summer holidays, the extension will not necessarily amount to ten weeks. Please consider it as the current summer vacation plus four weeks. The number of lessons (teaching days) for those four weeks will be reduced.

 

Q:夏休み延長によって減少する授業日数をどのように補うのか。（例：学習指導要領の改訂による補填不要か、他の長期休暇の短縮、1日あたりの授業時間の延長、夏休みの課題を増やし自学で補う　等）

A:授業日数は減ります。補われません。夏休み延長に伴って学習指導要領を含めてすべての教育関連の法律が改定されます。1日の授業時間が増えることはありません。課題については現状通り学校裁量です。

Q: How will the reduction in teaching days due to the extended summer holidays be compensated for? (e.g. Is compensation unnecessary due to revisions to the National Curriculum? Shortening other long holidays? Increasing daily teaching hours? Increasing summer holiday assignments to compensate through self-study? Etc.)  

A: The number of teaching days will decrease. They will not be compensated for.  All education-related legislation, including the National Curriculum, will be revised in line with the extended summer vacation. There will be no increase in daily teaching hours. The assignment will remain at the discretion of each school.

A: The summer courses, or remedial classes will remain unchanged from the current situation.

 

Q:部活動の扱い。夏休み期間中の部活動日数を学校裁量とするか。活動時間の制限(熱中症対策、生徒の負担軽減など)を設けるか。教員の勤務条件と絡めて、部活動への参加をどう扱うか。

A:部活動の扱いは現状と変わりません。

Q: Regarding club activities,  should the number of club activity days during the summer holiday period be left to the discretion of the school? Should new restrictions be placed on activity hours (e.g., heatstroke prevention, reducing student burden)? How will participation in club activities along with teachers' working conditions be changed ?

A: Club activities remains unchanged from the current situation.

  

Q: 罰則規定(主に私立校)。私立学校に適用する際の範囲や例外。法案に違反した場合の扱い(罰則の有無・内容)

A: 公立、私立の区別なく夏休みが延長されます。例外はありません。罰則はあります。現在の教育関連の法律違反と同様に罰せられます。従わなければ認可されません。

Q: Penalties(for private schools), the coverage and exceptions when applying to private schools, and the treatment for violations of the bill (existence and nature of penalties).

A: Summer vacation will be extended regardless of whether the school is public or private. There are no exceptions. Penalties do exist. Violations will be punished in the same way as violations of current education-related laws. Failure to comply will result in no approvals being granted for the school.

 

Q: 入試で不利になりませんか。

A: 現状のとおり、学習指導要領などの変更後には、新課程の授業を受けた生徒と旧課程の授業を受けた生徒では、受ける試験、試験科目等が異なります。不利にはなりません。

Q: Does the change put some students at a disadvantage in entrance exams?

A: At present, after the changes to the National Curriculum Guidelines or other regulations, the exams and subjects taken by students taught under the new curriculum will differ from those taught under the old curriculum. This does not put some students at a disadvantage.

ジャッジは２人制です。ジャッジ経験によりメインジャッジかサブジャッジになっていただきます。各自で独自に判定していただき、２人の票の重さは同等です。ただし、本大会はジャッジ練習の側面もありますので、２人の間で質問やアドバイスをすることは可能です、むしろ奨励されます。判定の理由はメインジャッジにサブジャッジの分も合わせてコメントしていただきます。

１チーム１名の場合は全試合（４試合）ジャッジしていただくことになります。なるべく２名以上のジャッジのご提供にご協力ください。

県外の高校は１校１チームです。

 

申し込みしめきり１月２１日(水)　

定員になり次第しめきります。（先着順）

※ただし、申し込み多数の場合、申し込みがあとでも先に申し込んだ２チーム目よりも１チーム参加校を優先する場合があります。

 

HEnDAフォーマット，ルールに準じて行います。４人でチームを編成してください。チーム内の人数制限はありません。試合ごとに生徒の交換は自由です。

ただし、２チーム参加校はチーム間でのメンバー交換を認めません。

海外滞在歴による制限はありません。

教員がチームの責任者になってください。

どうしても３人しか集まらない，チェアパーソンがいないなどの場合は事前にご相談ください。

中学生は試合には参加できません。

 １．THE PURPOSE of the Winter CUP＜目的＞

The purpose of the Winter Cup is, of course, to "Make Friends!" The debaters, the judges, and the audience, we would like everyone to enjoy this tournament. Debate is impossible without judges and opponents. Show respect for them. Also, this tournament is to provide an opportunity for novice debaters and judges to practice debating and judging. No complaints against the judges, staff members, or opponents are allowed.

ウインターカップの目的はもちろん「メイクフレンズ！」です。ディベーター、ジャッジ、見学の皆さん、すべての人にこの大会を楽しんでもらいたいと思います。ジャッジと対戦相手がいなければディベートできません。お互いに敬意を払ってください。また、本大会は来年度へ向けたディベート・ジャッジ研修のための大会です。ディベートやジャッジの初心者のために練習の機会を提供するために行っています。判定や大会運営への抗議は一切受け付けません。

Judging（ジャッジに関して）

① We would like the judges to decide the winners according to the rules of the HEnDA. The judges are expected to read TO THE JUDGES,  JUDGES' MANUAL,  and RULEBOOK in advance. All of them can be found on this website. 

HEnDAのルールに従って勝者を決定してください。あらかじめジャッジの先生方へ、ジャッジ基準、全国大会ルール　をお読みください。

 

② Two judges will be assigned to each match.  Judges will be either a main judge or a sub-judge. Each judge votes independently, and each vote is of equal importance. Judges should just tell their result and its reason to the pair judge.  They do not have to discuss or reach an agreement. However, since this tournament also aims to provide judging experience, questions and advice between the judges are allowed. The main judge should comment on the reasons for the decision on behalf of both judges.

各試合ジャッジは２人制です。ジャッジ経験によりメインジャッジかサブジャッジになっていただきます。各自で独自に判定していただき、２人の票は同等です。合意する必要はありません。話し合わないでください。時間もありません。ただし、本大会はジャッジ練習の側面もありますので、２人の間で質問やアドバイスをすることは可能です。判定の理由はメインジャッジからサブジャッジの分も合わせてコメントしていただきます。

 

③ Each judge should submit their ballot via online form. Double check with your pair judge to make sure you both entered the correct winner. Be sure to send the ballot before making comments. The link to the ballot will be provided in the judges' open chat, and in each room.

④The number of Advantages/Disadvantages is limited to two; if there are more than two, judges have to limit the number of Advantages/Disadvantages to two. 

アドバンテージ/ディスアドバンテージの数は2つに限られています。3つ以上ある場合、ジャッジは2つに絞って判定してください。 

 

⑤Judges should not be influenced by New Arguments and Late Arguments. The arguments in the debate must be related to the previous arguments. And it is not fair to present strong arguments later that should have been shown earlier. 

ニューアーギュメントとレイトアーギュメントに左右されないでください。試合途中の議論は前の議論に関連したものでなければなりません。初めから出しておくべき強い議論をあとから出すのもフェアでありません。

 

⑥The highest communication point is 5, the lowest is 1, and the average is 3. 4 is good, 2 is bad. 5 and 1 are exceptional, perhaps only once or never at all. Manners are also evaluated in communication points. If they are talking during speeches, for example, mark 1.

コミュニケーションポイントは最高が５、最低が１です。３が平均です。よかったら４、悪ければ２をつけてください。５と１は例外的です。おそらく１度だけつけるかつけないかくらいです。マナーもコミュニケーションポイントに入ります。スピーチ中に話をしている場合などは１にしてください。

 

⑦The certificates for the best debater are in each room.  One of the judges should put the name on them and present the certificate to the best debater from each side in each room.

ベストディベーターの賞状は各部屋に置いてあります。ジャッジの先生は名前を書いていただいて各部屋で両サイドから１名ずつ表彰してください。

  

Debating（ディベートに関して）and others（その他）

⑧One student from each team will be responsible for running the match. One student will be the chairperson, and the other will be the timekeeper. If there should be only one student, they can play both roles. If there should be no student, we would like the judges to be the chairpserson and the timekeeper, or contact the staff members.

各試合の進行は，両チームからのチェアパーソンとタイムキーパーで行うことになっています。その試合には出場しない生徒などを１ずつ出していただき，その試合のチェアパーソンとタイムキーパーを担当していただきます。１人しかいない場合は両方をかねてもらいます。万一担当生徒がいない場合はジャッジの先生にご担当していただくか、運営者までご連絡ください。

 

⑨Do not stop the timer even if the speech is finished in the middle of the time assigned, please USE UP the assigned speech time, question time and preparation time.

決められた時間の途中でスピーチが終わっても時間を切り上げないでください。決められたスピーチ時間、質問時間、準備時間を使い切ってください。

 

⑩The speaker is allowed to finish the final sentence even after the end of the speech time, up to 10 seconds at most.

定められたスピーチ時間を終了した時点で，発言している最後の文を終えることは許されます。ただしその場合にも10 秒を越えて発言することは許されません。

 

⑪Conversation among debaters other than the speaker during the speech is strictly prohibited. Listen to the speech, or prepare your speech in silence.  Judges will severely reduce communication points if you talk during other student's speech.

スピーチ中の私語は反則です。スピーチを聞いてください。準備は黙ってしてください。ジャッジはコミュニケーションポイントをを大幅に減点してください。

 

⑫No electronic devices, such as smartphones and computers are allowed to use during the match. Electronic dictionaries are the exception.

試合中にスマホ、PCなどの電子機器を使うことは一切禁止です。だだし電子辞書だけは例外です。

 

⑬During the preparation time, debaters can ask their opponents to show the evidence used in the speech with its original source. So the teams should be ready to show it on paper. You can only ask for borrowing evidence. Other questions are not allowed. Questions should be asked during the question time. Also, if the judges have some doubts about the evidence, they can also look at it after the debate ends, not during the match.  However, judges should not look at evidence to confirm its contents. 

準備時間中に相手が使用した証拠とその原典を借りることができます。各チームはそれらを渡せるように準備をしておかなければなりません。借りるついでに質問をしてはいけません。質問は決められた質問時間にしなければなりません。ジャッジもエビデンスとその原典を見られますが、試合中ではなく試合の後です。ジャッジが見るのは内容を確認するためではなく証拠の内容や原典に疑義があるときだけです。

 

⑭Let us know immediately, if your team participates with only three debaters due to unavoidable circumstances. In that case, the constructive speaker also serves as the summary speaker, and the attack speaker asks questions to the constructive speaker.

やむを得ない理由で３人だけで参加する場合、立論がサマリーを兼ね、アタックが立論に質問します。

 

⑮Be sure to come back to the hall after each round. The next round will be announced, and necessary information will be provided, and the roll call of the judges for the next round will be taken. 

ラウンド終了ごとに、必ずホールに戻ってください。次のラウンドの発表や必要な連絡、ジャッジの点呼があります。

⑰We will borrow Ina Gakuen Sogo High School in Saitama Prefecture. Registration is at 8:15 a.m. If your school cannot arrive in time, please let us know your expected arrival time in advance. Please bring lunch because going out in the middle of the event is difficult. Also bring your own inside shoes, shoe bags, flow sheets, chairperson scripts, and other items necessary for debating and judging. Please take all your trash home.
