（第13回全国高校生英語ディベート大会埼玉県予選）

 

１．目　的：ディベートをとおして生徒の英語での表現力やコミュニケーション能力を育成する。また，社会の様々な問題に興味・関心をもつ態度を養う。および，教員の研修とする。

 

２．主　催：埼玉県高等学校英語教育研究会（高英研）

３．後　援：埼玉県教育委員会

 

４．日　時：平成３０年１０月２８日（日）

（毎年１１月第１土曜，またはその日に近い開催可能な日に実施します）

５．会　場：さいたま市立浦和高等学校　〒330-0073　埼玉県さいたま市浦和区元町１－２８－１７　ＪＲ京浜東北線「北浦和」駅東口下車徒歩12分

　　　　

６．大会形式：予選４試合後，決勝・代表校決定戦　※チーム数などにより変更もある。（組み合わせは予選第１試合は抽選，２試合目からはパワーペアリングによる）

　　　　　　　　　　　　　　

７．表　彰：カップ，盾，賞状(優勝・準優勝・３位)，ベストディベーター賞，パフォーマンス賞

８．参加資格：埼玉高英研の加入校である。1校2ﾁｰﾑ以内。他は全国大会ﾙｰﾙに準ずる。

※年度途中でも加入できます。連絡先：大宮高校高連研事務局

・参加校が30校になった場合は2チーム出場はできません。

・参加校が30校を超えた場合は出場できない場合もあります。

・２チーム出場を希望する学校には前回大会上位チームから順に出場権を与えます。(前回2チーム出場の場合は順位の高かった方で判断します)出場チーム数が３０になったところで，それ以降の２チーム出場はできません。

・1チームの登録は４～６名。試合への出場は４人で，試合ごとに入れ替え可能。※どうしても３人以下しか集まらない場合はご相談ください。→お問い合わせ

・１チームにつき１名以上のジャッジ(先生など)を派遣してください。

・１チームにつき１名以上のﾁｪｱﾊﾟｰｿﾝ，ﾀｲﾑｷｰﾊﾟｰができる人(生徒など)を同行させてください。

 

※全国大会要項からの参加資格抜粋

・日本の高等学校在学者または高等専門学校の3年までに在学の生徒

・全国高校英語ディベート連盟の「メイク・フレンズ憲章」を厳守できる生徒

・英語のネイティブスピーカーは不可

・以下の海外生活経験者等の条件に該当するものはチームに2名まで登録可能
(1)英語を第1言語とする国で12ヶ月以上滞在経験のある生徒（就学前の滞在は不問）
(2)英語を第2言語とする国の出身である生徒（就学前の滞在は不問）
(3)家庭で常用的に英語を使っている生徒

ただし、該当生徒で各試合に出場できるのは1名までとする。（試合ごとの変更は可能）

 

重要：参加資格についての説明

各試合の審査は基本的に，主催者が招待するチーフジャッジ１名（招待ジャッジ）と，対戦校以外の参加チームからのジャッジ２名（派遣ジャッジ）との合計３名で行います。各試合の進行は，各チームからのチェアパーソン（１名）とタイムキーパー（１名）とで行います。両チームからその試合には出場しない生徒などを１名ずつ出していただき，その試合のチェアパーソンかタイムキーパーのどちらかを担当していただきます。

 

各チーム（各校ではない）はジャッジ１名以上とチェアパーソン（またはタイムキーパー）１名以上を必ず出してください。大会が成立しません。

 

ジャッジには特別な資格は必要ありません。「ジャッジの先生方へ」(「To the judges」)を見てください。「大会ルール」および「ジャッジ基準」を理解し実践してくださる方であればどなたでもかまいません。日頃チームの指導をされている先生ならば最適です。ぜひ研修会，練習会にジャッジの練習をしに来てください。「英語だから」などと言って，ルールやジャッジ基準を知らないALTなどに丸投げするなどの無責任なことは絶対にしないでください。ただ英語が分かるというだけでは本大会のジャッジはできません。深刻に考えすぎる必要はありませんが，生徒はジャッジの審査を受け入れるしかないということを忘れないでください。

 

棄権は認めません。万一，やむを得ない理由で出場できなくなった場合，すぐに知らせください！

 

 

本大会には偶数チームの出場が必要です。出場チーム数が奇数になった場合，会場校（さいたま市立浦和高校）からもう１チーム出場します（シャドーチーム）。シャドーチームは予選ラウンドのみに出場し，決勝戦，代表校決定戦には進出しません。シャドーチームは大会当日まで出場機会があるかどうか分かりません。

 

上記のジャッジ，チェアパーソン，タイムキーパー，補欠チームなどについて不都合なことがありましたら，どんなことでも結構ですので，遠慮なく，申し込みや大会の直前ではなくできる限り早くお問い合わせください。

The Debate Topic of the 13^th All Japan High School English Debate Tournament in Fukui

Issues that may be controversial when framing the Definitions

 

1)    "legalize … active euthanasia":
There is a big decision to make when framing this topic. Currently there are basically two systems of active euthanasia (interventive termination of life to relieve suffering, for example by a lethal injection administered by a doctor) and/or physician-assisted suicide. The systems adopted in the Netherlands and some other European countries allow euthanasia and/or assisted-suicide to suffering ill patients (hereafter “The Dutch system”). The other systems adopted in Oregon and some other states in the U.S.A. allow assisted suicide to terminally-ill citizens “to end their lives through the voluntary self-administration of lethal medications, expressly prescribed by a physician for that purpose.” (hereafter “The Oregonian system”)

The question is, whether we should limit the high school debate topic to one of the two systems either (a) the Dutch system or (b) the Oregonian system; OR allow the (c) Affirmative side to pick either of the two systems; OR allow the (d) Affirmative side to define the system from scratch. I want to hear your opinion on this!
I am inclined (with some hesitations) to option (c)., allowing the Aff. to pick either one of the systems, not allowing too much variety but allowing some variety.

2)    "voluntary":
The Oregonian system allow termination of life to only terminally ill patients with no hope of recovery, but the Dutch system allows termination even without the proof of terminal illness (patients’ suffering is required). In terms of defining “voluntary”, the debate should focus on the cases only with the patients’ clear and informed will. I guess the Oregonian system and the Dutch system both presuppose this. However, there is quite significant difference on this account, too. Roughly speaking, the Oregonian system only seems to allow conscious terminal patients that can carry out the assisted termination of life by themselves. 
The Dutch system seems to allow euthanasia to unconscious terminal patients, if and only if the patients have manifestly clarified their will. 
Should we allow the AFF to pick positions on these issues or should we limit this to either one of the systems?

I guess we can agree that the debate topic should be limited to major subjects (over 20 years of age? Current Japanese civil law is under review, as Japan recently lowered the voting age to 18. What do you think? The Dutch system allows euthanasia to patients under 18)

3)    NEGATIVE POSITION: Basically, I believe the coming definition should limit the Negative position as follows:
The Negative team should defend the current Japanese laws and court decisions concerning the treatment of terminal patients that only effectively allow passive euthanasia (stopping medical care or “death with dignity” as often been called) but does not allow active euthanasia. The Negative side should not point out that there is no explicit law that forbids voluntary active euthanasia, and it is arguable that it can be executed even now. This attack should not be done in this debate, as it will blur the boundary between the Affirmative and the Negative side.

上位２校(または３校)に全国大会（福井県１２月）への出場権が与えられます。県大会と違うメンバーで出場することも可能です。出場権が放棄された場合は次点校に権利が移ります。
