to the All Japan High School English Debate Tournament
1. Aim: To encourage students to develop the ability to express themselves and communicate in English and get interested in social issues through debating in English,and to offer training for teachers.
2. Host: The Saitama Senior High School English Education & Research Association
3. Date/Time: the 1st Saturday of November 8:10~16:30
If it is difficult to hold the tournament on this day, we will hold it on some other day available as close to the day as possible.

5. Match Schedule: After the four preliminary rounds, the top two teams compete in the final match, and the third and fourth teams have the third-place match. The third-place match could be canceled when considered unnecessary. The first preliminary round matches are matched by drawing at random. From the second preliminary round on, the matches will be power-paired.
6. Awards: Cups(1,2), plaques(1~3), and certificates(1~3,best debaters,performance awards)
7. Participant requirements and restrictions:
Participating teams must be from the member schools of the Saitama Senior High School English Education & Research Association. (Contact Omiya High School and join us!)
・One or two teams can participate from one school.
・In the case where 30 schools apply, no schools can enter 2 teams.
・In the case where over 30 schools apply, some schools possibly cannot enter.
・The schools that can enter 2 teams are decided according to the last year's tournament results.
(As for the schools that had 2 teams last year, we take the higher-ranked team result.)
・Team B of the school that fails to enter 2 teams with the best result should be a substitute team.
・With less than 30 entries, teamB of the school with the lowest rank last year should be a substitute.
・A team can register 4 to 6 debaters. A match is done by 4 debaters.
※Contact us if you cannot have 4 debaters (but 3) by any means.
・A team should dispatch more than one judge (such as a JTE) to the tournament
・A person (such as a student) who can be a chairperson or a timekeeper should accompany a team.
Also participants have to follow the rules given by the national tournament :
Participants must be high school students in Japan and should also adhere rigidly to the HEnDA "Make-Friends Pledge". Native speakers of English are not allowed. Only two members, to whom the following conditions apply, are allowed in each team:
(1) A student with more than 12 months experience staying in a country where the first language is English. (2) A student from countries where English is not the mother language, but is one of the official languages. (3) A student who mainly uses English at home. If two of these students are on a team, only one of the two is allowed to take part in each game. Team members can be switched, depending on the game.

8. Proposition: the one decided by the All Japan High School English Debate Association (HEnDA)
9. Notes: The rules, format, participant requirements and restrictions, and definition or interpretation of the words and phrases of the proposition basically follow those of the HEnDA tournament.
Check the materials
distributed by the organizing committee of the national tournament to each school. Necessary information will also be sent to participating schools by e-mail.

The top three schools(not teams) are given the right to participate in the national tournament. They may change the team members. If one of the schools gives up the right, it will be given to the next highest placing team.
